For what I know, they always change the villains each team's turn too so I didn't think it was really passing on the torch though.... But it does make sense.

Naw. I think the Surigao Straits are a flashback to the actual events in WW2, which has canonically happened and ended. The kanmusu are reincarnations, after all. Shigure in modern day gets assigned to Yahagi's base, believing herself to be a bad luck ship and the series is about (again) proving that history and fate can be changed.
