This is what happens when an artist draws a really tall picture, without zooming out and look at the image as a whole. I bet he only saw either the top half and bottom half at a time while drawing.

the weirdest part is that the guy's proportions are consistent between top and bottom, just look at the hands.
He was probably drawn completely separately on another layer.
