Hard to say. It could also be Haruna assuming that the dark patches behind Kongou's hair strands belong to her (hair). The erune on the back is Korwa. The untagged draph is Anila. I'll tag those two for now.
The bespectacled cruiser shouldn't be Ooyodo - the teal beret suggests that she's from the Maya-subclass of Takao-class heavy cruisers; i.e. she's Choukai. Fixed.
