The thing about Touhou is that it is what it is specifically because Zun has been so liberal about fanworks and encouraging doujins, even when they are for-money products using his IP sold in the same places as his own game to the point where he's competing with fan works. Nintendo has the absolute opposite hardline stance that fans are not allowed to do anything but shut up and give Nintendo their money, and did a long stint where they tried to racketeer anyone who even did reviews of their games on YouTube into paying up or getting DMCA'd.
This is a large part of why Touhou has been one of the biggest Japanese cultural icons for so long, and yet not been made into a real anime or anything like that.

What does rational cost-to-benefit analysis have to do with the actions of a massive multinational corporation? Just because they're massive and impersonal doesn't mean they aren't driven entirely by the egos of the people at the top. The suits at Nintendo have a well-documented decades-long loathing for all works by independent fans, even when they are selling us back the same ROM hacks that were being distributed for free on the eShop. Nintendo does not share with anybody.
Just imagine Reimu in that trailer where almost everyone dies, and she just dodging the beams like it was no biggie, and when they cover the world she just goes Fantasy Nature.
