Actually, they are quite different. From what I understand, BB Hood is deliberately deceptive on top of her sadism as well as being a bounty hunter. She's evil and knows it.
Sinoalice LRRH meanwhile is just an innocent child, an innocent child that a penchant for violence that doesn't seem to understand that people die when they are killed. For her, it's the act of violence itself that drives her and her wish to to simply have playmates that don't break so easily. Best seen with her Half-Nightmare form where she basically disembowels herself for her own enjoyment. The Reality version of Red Riding Hood however definitely seems like BB Hood 2.0, being a contract killer and all.
