Look at them, unless you're royalty like Bowsette's line, Koopa are completely defenseless. They have not claws or special abilities or anything. Hell, the only reason I can think that Bowsette even uses them is because of their timidness they are easy to handle. Imagine if Bowsette had an army or Yoshi at her command, she'd be unstoppable, but Yoshi are probably near impossible to train as soldiers.
