Sort of. Full Frontal is a guy who was genetically altered and implanted with Char's memories, to create a copy of Char.

They should have added either Jamil or Lancerow from X. Not exactly masked men (although Jamil did have the shades), but they're definitely "Char" clones for the series.

There's Mu who was a sort of Quattro figure.

And despite the whole "Char clone" thing, they vary pretty wildly with 1-2 being complete monsters with 1-2 being heroic and having no secret plot.
