Even though you see a fair bit of this in fanart, I have to comment that it's nice to see Sumireko presented this way. She's a complex character, moreso than most Touhou characters. A genius and an esper who has a legitimate reason to feel superior to others... in the outside world. In Gensokyo, she's a cheeky brat who's too big for her britches. An enjoyable character and a great depiction of that side of her.

In-world or among the fandom? Perhaps in the Western fandom. She seems to be fairly popular among Japanese fans.
In-world, well, she's certainly... annoying. I don't think she's "hated" per se, though. Speaking about canon, it doesn't seem like there is anyone in Touhou who is really "hated", despite fandom depictions of things. Even the "hated" Satori seems to be tolerated at the very least.

I wish that side of Sanae was explored more to be honest. She's equally interesting if not more.
She's got the same problem as Sumireko, except instead of a genius, she's an outcast trying to fit in. It's entirely possible that "not fitting in" was the reason she came along to Gensokyo in the first place, only to find that the Gensokyan mold doesn't fit her either. Girl's got it rough, and is slowly losing her marbles as a result.
