One of these two had actually defeated Gilgamesh so I think Prillya is fine.
But it was kid Gil who was also under control of some dark murky gooey thingamagig. Also, could you really call it victory since Gil-kun was perfectly fine afterword and Illya nearly had her entire body destroyed pulling that stunt.
It's not like she can use that transformation anytime she want, like in FGO.
And didn’t Prilly technically had 2nd base with kid Gilgamesh lol
Don't think the two could really compare since Fate kaleid does it's own thing with it's own rules and powerwanking. And for what's worth kid Gil claimed he was only partially summoned and this was the best he could do (although he was perfectly fine after the fight like mentioned above). Another thing is that the card servants in fate kaleid are counterfeits and are weaker than the original (stat drops and other penalties, NP's not fully working as intended with weaker effects etc.)
Keeping also in mind that even defeating a weaker card berserker heracles (like in the first season of fate kaleid) was impossible without using the cards (double) install and in the end everyone had to work together to beat him. (You can also argue the difference of a "masterless" servant being weaker compared to the Einzebern's final masterpiece Illya, who was in no contest the "strongest" masterpotential of them all)
So saying Prilly would be "fine" on her own is really underestemating the situation.

Ruby and Sapphire are likely to be identical to their alternate versions. In which case, you have magical Rin and Luvia blasting a card version of Saber Alter who deftly defends and counters. However strong those two are supposed to be while using the sticks should be consistent?

Because the author stated in the materials that shadow/card servants are weaker and have severe penalties... He also said that fate kaleid does it's own thing with the powers, rulings, etc. so people shouldn't be comparing.

If they worked like how they are presented in Hollow ataraxia, you don't even need a card install... It also doesn't necessary turn you into a "magical girl", that is just the stick its personal touch for humiliating its owner. In reality it installs a parallel version of yourself that has the power and skills/knowledge to do so whatever you need in the moment. (Example: it wouldn't be far of a stretch to say that the stick could change this Rin into Ishtar from FGO)
However the explanation that Ruby and Sapphire gave how they work in fate kaleid was simplified and limited to being basically a amplifier with the typical magical girl theme. Case in point that Miyu and Prilly needed to learn/train using their new powers. If the stick works like mentioned in Hollow ataraxia they wouldn't need to do that...
