I think they're all original characters, so the kantai_collection tag isn't valid for this one.

Edit: I could make out a "concept art" string in the artist's comment, so it's very likely this is all original work.

If you want to welcome him back, you should do so on his own pixiv page. Even if it's in English, he'll probably get the gist if it's fairly simple, but he's almost certainly not reading Danbooru's comment feed.
