Depends on your mobile phone provider. A lot of times it's just plain easier to head to a shop and do that sort of stuff with local staff (esp. if you're an elderly person or the process of changing your billing information online is more involved).

EDIT: Sometimes, talking to someone directly also isn't all that useless... my phone provider supplied me with a new SIM card free of charge after I told them I wanted a new one for a smartphone and mine was already twelve years old. Had I done that online, it would've amounted to an extra fee of 25 Euros. *shrugs*
