Using -de gonsu as a copula. Spider's (one of Tezuka's recurring characters) verbal tic. Grammatically -de gonsu has the same function as -desu, but it has an archaic and polite nuance (as well as mercantile allusions), since it was used in Edo-era Kansai (primarily by females, but also by some males).
TL;DR: Kansai-version of -de gozaru.
