After some sleuthing, I can only assume that this is based on a photo contained in this tweet, as the signage (and Anchovyn-ess) match exactly. Or maybe vice-versa.
MD5 also matches this post from moe.imouto.org yande.re, so if that's where OP go the image from, he should source it from there.
It's also interesting to note that Amazon (and other places) seems to sell some hangy-ma-jigs of this image. And one of the product previews for it might be useful in figuring-out who the artist is:
I deciphered them runes from the above product preview, and it seems to suggest that the "original art" (AKA Anchovy) was done by Sugimoto Isao (杉本功), and the background was done by (if I have the name right) Iwase Eiji (岩瀬栄治) of Studio Tulip.
