Well, it's obvious, right? Bikini armor is apparently as good as full plate mail, and layered armor is better than just one set of armor, so...
In Dwarf Fortress, (depending on the version), cloaks were the most important piece of armor beyond the basic metal pieces because they covered the full body, even things not normally covered by the metal armors thanks to programming oversights (like the mouth isn't covered by the helmet in older versions). This meant you should always wear 5 cloaks if at all possible to add extra padding.
