A bit of googling says price has gone up by about 1.38% per year for new bikes ever since the early 1980s. So, assuming she was claiming Ash owed price of replacement (1,000,000 poke-yen), he now owes her 289,800 poke-yen more than when he started.

Also, wallet cap changed in gen 5; prior to that, anything above 999,999 poke-yen was effectively infinitely expensive to those using a protagonist-sized wallet.

He was talking about her in-game appearance, though. The anime definitely follows no concepts of linear or logical time progression, but Misty did in fact age in the games.
