Shouldn't this go in the "Good Work Admiral" pool? Everybody was harping on how lousy he is at his job in the previous page, but he tricked Warspite by giving her a reward that she'd have to share with everybody she conned into doing the legwork since she couldn't possibly use all the tickets herself before the expiration date.
