I'd wager Okina's slightly above. Yakuri and she look like the kinda friends who would always fight each other (in a fair fight, at least), with one of them being like 6-to-4. Wherever she was before she appeared in the plot, she must've known Yukari could watch over Gensokyo in her absence. I wonder how's ZUN's gonna expand on their relationship in the next side material.
