also, do you think the Shou-Zui-Akagi comics should be included in this pool? parka held a twitter poll not long ago, and it looks like we might get more Zui.

I mean, in this crazy base, it's no wonder Ise and Hyuuga became serial watchdogs.
probably an insult based on the CN version of the game identifying atago with "dog" (and takao with "mastiff") I'm not sure just what those two are smoking in this artist's deranged world - atago is a .jp ship as usual, they're all within the same (player) fleet, etc. and on top of that, going by event dates she's been in the fleet longer than they have anyway. in the end it boils down to everyone in this guy's work being out of their mind, probably.

This probably isn't the actual answer but if I had to make a wild guess -
Taiwan natives used to call what is modernly Kaohsiung Takao, with the characters for hit(打) and dog(狗). When Taiwan fell under Japanese control (basically the World Wars period), the Japanese kept the phonetics but rewrote the kanji to high(高) and hero(雄), making it phonetically and written character-wise the same as the mountain heavy cruiser Takao gets its name from.
It's possible the artist thought the ship was named after the (Japan-ruled) Taiwanese prefecture or city, and was trying to put more historical dynamic into their work. Given this context, Takao would not only be named after an outside land but her name itself would also stem from dogs. Perhaps the artist abstractly imagines the character to be from/representational of said prefecture and as such is an outsider to Ise and Hyuuga, which are on the mainland of Japan and their characters thus more authentically Japanese. Or something.
