It was never revealed in the manga whether Mikitaka is a delusional stand user activated by the Arrow or truly an extraterrestrial life-form.

Mikitaka, the floating one doing the Hierophant Green impression, might have a stand. Or maybe he really is an alien. The world may never know.

Also, that's Hayato, the son of the man Kira replaced. He's emphatically not a stand user, because he can't see Killer Queen.
