That is Emmeryn, Lucina's auntie, elder sister of both Chrom and Lissa.
She is the Queen of Ylisse at the beginning of the game.

It's still hard for me to get over how much character deformation it takes to make Lucina and Grima BFFs or even act in a mother/daughter relationship...
