I'm fairy sure you both are wrong. Look again; beside Iowa was a refilling tower and handrails clearly too small for her size. It's not they are fairies, it's a BIG Iowa.

Considering the artist, I dare say it's a fairy. Though there are human sized depiction of the girls too.
