No they should both feel it. They both share the same legs. If they had two sets of legs, then the nerves would go from one brain to one set of legs. Here both sets of nerves go to the same set of legs. One doesn't mysteriously end at the waist while the other continues down.
Now the girl in front won't feel the girl behind's breast being touched, because her nerves won't go from her spine back up the other girl's body.

There was a similar pair of conjoined twins IRL, though their heads and shoulders were side by side, not front to back. They found that there were all kinds of weird nerve crossings, notably that each had direct control of one arm and one leg, and the two had to cooperate to walk and such. They often were found to be nearly reading each other's minds, too. I remember reading about them probably 15 years ago ... I wonder if they've survived. Ah, yes.
