That's not how games work. You don't get to drink just half the healing potion, you either use none or all. *Using* it means *using it up*. (Which is why all the effects of using a bucket occurred, and Inazuma was describing being repaired and refueled, as well.)

Not really the "refueled" part. The side-effect of Repair Buckets is that it resets the Fatigue level back up to 40 if the recipient's Fatigue level was below that. Typically, going below 40 will display a grumpy face that signifies the shipgirl is feeling fatigued, and thus operating with some penalties. Hence Inazuma's comment that she's feeling refreshed.
