IIRC cat penis does not look like that. The barbs are cats but the base is human. With that appearance, the anatomy just won't work-cats only has these barbs near the gland's corona (in easier to understand term, the mushroom's tips) to rake the vaginal wall. These spikes are keratinized layer of epidermis, and generally stowed beneath the sheath. In this picture however, the spikes also drawn on the penis' shaft surface, something that just won't work in reality-the skin there is thin, flexible and contain many vascular veins, while these keratinized spikes needs a strong base so it would not flex like the spines on rotting cactus plant.

Then again we can just chalk it up as Cerulean doing as it pleases. On a side note, Friends is not a hybrid of human and animal; they're moe anthropomorphizated animals; the base is animal, then turned human-ish. The other side note...yes, human can have these kind of 'spikes' although they're less 'spikes' but 'dots'.
And no, having them won't make you a sex god.

On the other hand, there's a possibility the Cerulean might not even be mammalian... Though how that even works is beyond me.

P.S., preliminary reading of the untranslated footnote says it's supposed to be feline genital barbs...
