yes, she is one of the Tamamo nine. Unlike Tamamo Shark, which is just Tamamo no Mae in a wet tee-shirt and bikini, Tamamo Assassin is a separate consciousness. Everyone is convinced she's Konyaskaya, whom everyone is convinced is Tamamo Vichi.

In fairness, there are a _lot_ of tells that suggest that's exactly who she is. This particular piece of fan art is actually a companion piece to another one on Konyaskaya's pool doing much the same, by the same artist.
