As the artist himself later points out in later tweets and as he comments in both Pixiv and NicoNico Seiga after posting this, it's supposed to be Tachikaze class, not Hatakaze class, which is a different class. The "distant relative in America" might be referring to JDS Asakaze (DD-181), ex-USS Ellyson (DD-454).
