Actually I think it's more because in this series he tends to not initiate things with girls other than Sazanami (or girls he mistakes for Sazanami).

Personally, despite the admirals looking like they're the same person, I haven't seen any real proof this series and the actual R-18 work by this author are truly connected. At best I think it's a case of alternate continuity.
