Imo yes.
You can edit it with pressing e or clicking "Edit" at the bottom. Then change the rating from q to s.

Questionable is the default rating. So just a lazy uploader who forgot to change the rating.

Wrong.
If you upload without setting the rating you'll get this error message:

There is no "default" rating.

That only applies to old posts before the rating system existed, new uploads, as Provence said, has no rating by default.
