As a commenter once said some time back in this series, that is totally expected when an artist puts his own addition to an established character in his own fanworks as a plot device.

Anyone kept count of the number of times he forgot all about the ribbon?

Edit - it looks like getting close to Wo-chan helps get the context across better. No wonder Haruna understood her right away.

Well, I mean... it's Haruna. Bringer of peace and harbinger of fluffy feels. I'd be more surprised if she couldn't understand Wo-class.
