Think of her Ice Magic as Conjuration - she does summon ice melee weapons in Hisoutensoku (big ice sword, ice shard throw knifes/darts, huge ice block, frozen frog etc) and go violently physical. Cirno can do more with that, just need to be more creative.

But the Ice Spike and Icy Spear spells also work like a conjured thrown ice shard. Which is resisted, I doubt that smacking someone with the piece of ice while holding it is really going to be that helpful.
Still I think that Cirno will just beat them to death by spamming so much ice spells that it eats their health away.

I was talking about summoning weapons made of ice like any relatively brittle (glass, for example) sword, mace or throwable encahnted with frost magic. Of course additional damage from magic frost will be resisted but weapon still has own base damage.

Ignoring the "ice damage" reminder that harden ice is basically can still cause physical damage. Even moreso if it's shaped like a javelin/shard/whatever.
If hail stones are enough to punch to a car's window glass and can knock out a person. What else if it's falling ice shards fall onto some unlucky lad? Sure it is "brittle" when it land on a hard surface but...
