Well, there's no strap going across her back like a bra usually would have, so I think she's not wearing anything there.
There's always the possibility that Ana is taking Tracer's bra off, thus the missing bra strap across her back. This also looks like one of those bra with a strap going across her neck.

To me, it's got a more reddish hue than Ana's skin color. That was my basis for recognizing that it's not Ana's elbow but rather Tracer's boobs under a red bra that's been shaded somewhat.
Also, you can't (or rather, shouldn't) get shadows with highlights casting right on top of it. You can also see the line separating her skin color from the reddish bra color. You wouldn't use that simply for shadows - you'd blend them for a smoother, organic feel.
Upon closer inspection, Ana's finger is also digging into it (and thus can be seen that they're different colors). I stand by my conclusion that Tracer is still wearing her red bra.
