    The hairstyle is the problem. Panel 1 made me think she had a short ponytail, Aoba or Shiranui style. But the third panel doesn't show one...

    I'd agree with the Mutsu theory. Given that Muppo works at the big 7 mart (meaning Nagato is the manager, hence Mutsu being the assistant manager making sense).
