No, Shōwa era started from the late 1926 until the early 1989. Mikasa on the other hand was launched in November 8, 1900 and decommissioned in 1923. She is older than Kongou.

This is what she says whenever you check on her in-game if she is disappointed. There seems to be no other historical connection involved, its just that the phrase sounded like a novelty and a little bit meme-worthy.
