It's actually small for a reason. Look at the face on eye level, and you can see TERROR; the statue depicts him as he's girding himself to fight Goliath.

Shrinkage is understandable.

Really? Never knew that. To me the statue seems to have different expressions depending on the angle and lighting, with it being downright inscrutable in certain conditions. Had no idea its expression was supposed to convey terror.
