I don't know lore, but I'm gonna say Raikou and Ibaraki were enemies, and Raikou won?

O know I read somewhere that in one lore, dunno if it was the Fate one or related to the "Real" one, Raikou beheaded one of Shuten or Ibaraki and "Disemboweled" the other, so that could be why.

That was the event in Grand Order, rather than the massacre at Mt. Ooe. Ibaraki was beheaded, and Shuten was disemboweled, but she survived long enough to weaken Raikou before dying, thanks to her A-Rank Battle Continuation skill.
Though, even at Mt. Ooe, Shuten's decapitated head tried to attack Raikou, and it was only a 7-layered helmet gifted by the Gods, that stopped her. Still, got through six layers. And it was that incident, that lead her to GETTING that Battle-Con skill.

I give props to his VA, his death to berserker in one of the bad ends was probably the most realistic death screams I've ever heard.
