17 barrels are too many for 21. AFAIK, you only need to bring 25% more drums than necessary to have a chance at Great Success without sparkled ships (for expedition with barrel requirement).
Thus, in case of exp. 21, you only need to bring a maximum of 4 drums distributed among 4 ships to have a chance for Great Success. You can further improve the odds of Great Success by sparkling your ships. Sparkling 4 out of the 5 required ships for 21 seems to do it with high odds.

For 21, at least 4 sparkled ships and at least 4 barrels (spread across at least 3 ships) will get great success every time. The bonus chance for great success from extra barrels is obtained all at once at a threshold only slightly above the requirement. For expeditions that don't involve barrels, the bonus for having sparkled ships is larger so you can guarantee great success with 6 sparkled ships.
