The hairstyle is indeed from FFXIV.
This is a commission for a character by someone who has had a full dozen commissions for their character that are all visibly from FFXIV. Their ffxiv character page matches all of the art and the given character name so I'll be tagging this Elezen and Final_Fantasy_XIV.
