Edit: Says it in the bottom left. Was the cover art for a book about the history of maid culture in Japan.

This isn't Altrouge from what I recall. This is just an original character Takeuchi drew for the cover.

Nasu description to Altrouge was a long black hair girl with a look of 14 years old, and red eyes. this matches some way that, but like the said is for a Maid thing, so is not official Altrouge, anyway is a good design for her. I hope some day we have an official design for her
