It's not really cosplay, though, is it? Parvati is externally still Sakura and Sakura wearing her own school uniform isn't cosplay. Parvati is just the dominant personality.
Additionally it's safe to assume that Parvati, and Ishtar for that matter, go to school to prevent unwanted attention that would accompany a long string of absences. In order to go to school, they are required to wear the uniform.

Parvati has her own garments. the uniform is a cosplay in the sense it isn't what Parvtai normally wears.

and no they don't.
Seems odd that it can be considered cosplay to me. We don't use it with other cases of possession when the one doing the possessing dresses in the clothes of the possessed, even when the possessor has their own clothes at hand. I think that at best this would be classed as an alternate costume.
Is there a reference somewhere that Ishtar or Parvati talk about not going to school? Because I don't recall hearing anything about that.
They're literally summoned. What their counterparts are doing in this world doesn't really matter, Ishtar and Parvati have been summoned from beyond time and space. Mash is the only case of "Pre-Existing Body In This timeline" being used by Heroic Spirit as a container. Waver and the other pseudo servants disappear just as normal Servants do when defeated/the singularity ends (Septem).
There are no school bus in gensokyou er.... Chaldea is what their saying because the outside world no longer exist. and no one goes to school in Chaldea (all should be working adults i think)
