I doubt it's an age of consent issue, since that's not really something that would fit in this story, and I doubt he's married because Fubuki would probably freak out over that (I mean, remember when she thought he was married to Murakumo?). The MP explanation is plausible, though.
Another explanation is that he's somehow still oblivious to the fact that Fubuki likes him back. Guys being denser than a black hole is a staple of anime, after all.
