Only EMIYA would have a copy, because Shirou kept that pendant. Kiritsugu would not. There's also the fact that the hair is halfway between Emiya Shirou's hairstyle and EMIYA's. Kiritsugu as a counter guardian retains the exact same hairstyle he had in life. The rope also symbolizes how Emiya Shirou (EMIYA ver) died- he was hung, and that rope is a noose. Finally, projection magecraft is Shirou's ability. Kiritsugu does not have this magecraft.
