It seems that he was the one that tok her to her post. We are seeing lvl 01 Fubuki here.

There's an extra story about Fubuki before Tokonatsu arrived at the base, and I doubt she's is lvl 01, unless she regressed.

Unless this takes place before that and he just delivered to the base and went home for a while than eventually was assigned to be her Commander...after she soloed the place for "two year" to get to be at least level 70.

She does already have the quad torpedo fairy though.

Ooi and Kitakami alredy have fairies even before becoming shipgirls. Fairies just follow potential candidates.
