Actually, judging by the previous page and the first panel here, it's coffee plus sugar because plain coffee was too bitter for Nagato's (and presumably the other shipgirl fairies') palette. So now we're seeing the combined effect of caffeination and sugar high.

Caffeine blocks the adenosine receptors in your brain (a byproduct of ATP burning by your cells) this making you not realize that you are tired (from expending the ATP that our body uses in every process). The crash is just your body realizing the amount of adenosine in your brain after the caffeine stops obstructing
