Leaving this comment here in case someone could explain how does the first speech bubble work.

I'm especially confused by what does each of the three 気になっていた means, and how they make を救った makes sense in this context since it implies the guy's doing the saving instead of Ikazuchi.

This feels like a friggin Japanese grammar test.

It was a pain to piece together, especially with the various potential meanings of 気になる. I'm not 100% sure on it, but it seems to make some sort of sense, at least. Please check to be sure it fits the context of the story.

Thanks! I somehow came to think 救われた気になっていた赦されたかった is one sentence and got utterly confused (￣▽￣;)

This is his 2nd~3rd lines and there isn't much of a context, so this should be right.

Glad to help. Figuring that unmarked dividing point between sentences is tricky, I'd agree.
