I've kinda gotten it translated but I'm not entirely certain about the accuracy but it seems like she's saying: "The noise is rather loud isn't it?" either way the kanji is sound/noise and うるさい could be loud or annoying. Either way I hope someone either corrects me or lets me know I was right.
