Looks like a (fake) Newtype announcement of a Fate/kaleid liner anime, but can someone decypher the rest?

As close as I can tell, the last line of the small text on the right says

今、キミは時の涙をみる。。。

And I think the mysterious girl's name is 笑遊

Wait, what? What's Fate/kaleid liner and why would it get an anime when UBW hasn't got one yet?

It's a manga spin-off and it should get an anime because it's awesome and frickin' hiliarious.

It's fake, look a the bottom, it says "Newtyque", though a anime of this would be awesome.

Oh God. It watch it with my friend in 2011, I don't know it was that recent. Year later I stumble into Prism Illya manga after reading Nagato-chan, I don't know this was from 2008.
