Crotch Fanning has become such a commonplace occurrence during heatwaves. I'm surprised the never ending ingenuity of Japan hasn't stepped in and created something like solar powered skirt cooling fans, mounted on the inside of a skirt or dress, in the front and back, angled up at the crotch.

That thing will either will be fragile, getting it the way, rigid or just heavy. There's just possible crotch-ventilated (or even whole piece) pants done with plastic tubes. Also, it's getting more easier if you get your own blood do the heat redistribution - just cooling off somewhere with thick vessels and good blood stream (hips, shoulders). Other problem - gear: energy sourse, heat sink/exchanger, heat/energy conductors. I'm not really up to date with technology, but I think something THAT compact exist (derivative from computers' heat sink designs)
Ventilated "with fans to crotch" skirt itself is rather harded to design than, say, just get perforated tube under skirt's belt and air current goes downwards. And I'm not saying about health consequences about prolonged constant colder air flow some near genitalia.
Maximum effect has space suit heat regulators, but that stuff heavy and cumbersome.
