I don't think GG-chan is exactly known for her brains or common sense... I mean, she's so into ninjas, she let Scientist splice her genes with an animal she was told would make her "more ninja-like" before asking what animal it was, exactly, and is defeated by her own sense of shame. Her overriding focus upon training means she took out a heroic agent by accident just trampling him because she didn't look where she was going. Generally speaking, she hasn't managed to do much of anything besides bemoan her fate and get a side romance slot and has been more of a klutzy screw-up than Black Lion has. If anything, the only reason she's the "one with brains" and Black Lion isn't is because the ending line of "our goddesses" would require all the characters doing it to be female. (Or alternately, in in-universe terms, because she was pulled aside and told what to bring by Secretary-chan, who felt more comfortable asking another woman than Black Lion.)

This actually made me realize that Braveman hasn't actually met Secretary-san or Scientist. Scientist he'd probably just try to arrest but does anyone else feel like Secretary-san and him would get along really well?

I could definitely see them feeling like comrades in a 'we both have to deal with these morons' sort of way.
