According to the Japanese Wikipedia page, Hattori Yukio proposed a theory that Hata no Kawakatsu (the person whom Hata no Kokoro was based on) is one and the same as Matarajin (the person whom Matara Okina is based on). Kouryouji Temple (built by Kawakatsu) also holds festivals honoring Matarajin. In addition to all of this, Matara Okina is depicted as a God of Noh Plays in her profile.

Miko truly is the Kevin Bacon of Touhou. Everyone leads back to her. Hell, you could link the Watatsukis to Miko if you tried (I'm not going to).

This one's pretty easy, actually. The Watatsukis are based on Toyotama-hime and Tamayori-hime, the grandmother and mother (yes, while being siblings; divine incest at it again) of Emperor Jimmu, the first Emperor of Japan. Miko, as the child of Emperor Yomei, is directly descended from both of them.
Well, if you think about it, Miko made Kokoro's mask set for Kawakatsu. They were likely friends in the old days, or at least cordial to each other. Okina's probably happy to learn that the emperor who helped make her stint as a mortal fun is still around. We have a similar reaction to Kokoro as well in post #2823494.
