She can live without tea for a few days - she just won't be happy about it. Plus, if she doesn't feel punished, she won't reflect on her misdeeds.

True, but then again Yamashiro has horrible luck so her even vaguely trying to help would be met with a more understanding reaction. Kongou on the other hand has a tendency to act before thinking so there's a greater assumption that she just screwed up.
However someone does need to keep an eye on Yamashiro before she accidently hurts herself (or someone else) due to her affections toward the Admiral.

Kongou wasted resources Akebono spent months collecting and made things bad enough that they couldn't sortie for anything but the most basic missions and some training. They couldn't even afford to repair Suzuya.
Little Boy Admiral kept trying make for it in a stupid way by attempting to scrap Nagato's cannon, but he at least sincerely apologized for it and showed regret.
Kongou? She doesn't apologize the way the kid did, and not only stole resources to collect some small amount of steel (using resource hungry battleships), but when Akebono confronted her lied to the latter's face. No apology given there. In the linked strip, she shows no remorse... so I can see why Akebono is more than a little put out.
That's why Haruna and Hiei aren't happy. Their neesama isn't acting very proper, and she's embarrassed them. If she'd brought up the idea via proper channels and let Akebono or Murakumo assign ships which could do the job without using too much fuel and ammo, she might not be in jail.
So yes, she screwed up. Haruna, Hiei, and Akebono aren't very happy with Kongou right now, and Kongou needs more time without her little luxuries to decide if she wants to apologize sincerely and show contrition.
